India has taken significant strides in embedding environmental consciousness into its education system over the past few decades. From policy mandates to grassroots initiatives, the journey of environmental education reflects the nation’s commitment to building a generation that understands and addresses ecological challenges.

A multilevel approach to environmental awareness
Environmental education in India follows an inclusive framework designed to reach diverse groups across all age levels. The National Policy on Education 1986 established this foundation by emphasizing the creation of environmental awareness as essential to the entire educational process. Rather than being confined to a single subject or age group, this approach integrates environmental consciousness from early childhood through higher education, ensuring that everyone from students to policymakers develops an understanding of ecological responsibility.
The strategy operates at multiple levels-local, national, regional, and global-recognizing that environmental challenges require coordinated action across all scales. This framework ensures that a child learning about water conservation in a rural school and a university student researching sustainable development are both part of the same national effort toward environmental stewardship.
Policy foundations and legal mandates
The transformation of environmental education from an optional topic to a core component of India’s curriculum began with the National Policy on Education in 1986. This policy included environmental protection as part of a national core curriculum, stating that “there is a paramount need to create a consciousness of the environment” and that “environmental consciousness should inform teaching in schools and colleges.”
The policy’s implementation gained further momentum through judicial intervention. In 1991, following a Public Interest Litigation filed by advocate MC Mehta, the Supreme Court of India directed the University Grants Commission (UGC) to introduce environmental education as a compulsory subject at the college and university level. This directive mandated that the UGC prescribe a course on the environment for all undergraduate students, ensuring that higher education institutions integrated environmental studies into their curricula.
By 2003, the UGC issued a comprehensive six-module core syllabus for Environmental Studies at the undergraduate level, covering topics from basic environmental science to biodiversity conservation, pollution control, and sustainable development practices.
Coordination between government ministries
The implementation of environmental education involves coordination between multiple government bodies. The Ministry of Environment, Forests and Climate Change and the Ministry of Human Resource Development work together to ensure that environmental knowledge is integrated into educational curricula. The National Council of Educational Research and Training (NCERT) plays a central role in developing the National Curriculum Framework, which includes environmental protection as a key component across all educational levels.
The role of NGOs in advancing environmental education
While government policies provide the framework, non-governmental organizations have been instrumental in bringing environmental education to life in schools and communities. These organizations contribute through training programs, resource development, and hands-on activities that make environmental learning engaging and practical.
The Centre for Environment Education (CEE), established in 1984 as a Centre of Excellence supported by the Ministry of Environment and Forests, has become a leading force in environmental education across India. CEE serves nearly 200,000 schools through its cluster approach, providing teacher training, developing educational materials, and implementing programs like the National Green Corps and Eco-Schools initiative.
WWF-India has also made significant contributions through its environmental education programs operating in 16 states. The organization follows a three-pronged approach: building environmental awareness and knowledge, developing requisite capacity and skills, and enabling action for conservation and sustainability. Their programs target all age groups, from school children to working professionals.
The Centre for Science and Environment runs the Green Schools Programme, which focuses on practical sustainability initiatives. Through this program, schools implement projects ranging from waste management to renewable energy installations, demonstrating how environmental education can translate into tangible action.
Programs that engage students actively
Beyond classroom instruction, NGOs and educational institutions organize activities that allow students to experience environmental issues firsthand. These include eco-clubs where students work on conservation projects, nature camps that provide outdoor learning experiences, and education programs in protected areas that bring students closer to wildlife and ecosystems.
Competitions such as debates, essay writing contests, and elocution events focused on environmental themes have become common in schools and colleges. These activities not only test students’ knowledge but also encourage them to think critically about issues like species extinction, climate change, and habitat loss. Such engagement has proven effective in raising awareness levels among young people across India.
Integration into curriculum and student activities
Environmental education now appears at every stage of India’s formal education system. At the school level, it is woven into subjects like science and social studies rather than being taught as an isolated topic. This infusion approach helps students understand environmental issues in the context of their other studies, making the learning more relevant and comprehensive.
Universities and colleges have adopted structured courses on environmental studies as mandatory components of undergraduate programs. The curriculum covers diverse topics including ecosystem dynamics, resource management, pollution and its control, biodiversity conservation, and environmental policies and legislation. This ensures that every graduate, regardless of their field of study, has a foundational understanding of environmental issues.
The practical dimension of environmental education has gained increasing emphasis. Schools organize tree plantation drives, waste segregation initiatives, water conservation projects, and energy-saving campaigns. These activities transform theoretical knowledge into practical skills and instill a sense of environmental responsibility that students carry into their adult lives.
Challenges and the path forward
Despite significant progress, environmental education in India faces implementation challenges. The quality and depth of instruction vary widely between urban and rural schools, between well-funded and under-resourced institutions. Teacher training in environmental education remains uneven, and not all educators have the necessary background or resources to teach environmental topics effectively.
The National Education Policy 2020 has renewed focus on environmental education by encouraging experiential learning approaches. This policy promotes hands-on pedagogy that enables students to engage with real-world environmental challenges, moving beyond rote learning to develop critical thinking and problem-solving skills related to sustainability.
As India continues to develop its environmental education framework, the focus is shifting toward making it more action-oriented and relevant to local contexts. The goal is not just to inform students about environmental problems but to equip them with the knowledge, skills, and motivation to contribute to solutions-whether through their career choices, daily habits, or community engagement.
