For generations, local communities across India managed forests, water bodies, and grazing lands through traditional systems that ensured sustainability. These weren’t just customs-they were sophisticated governance structures that balanced human needs with ecological preservation. Then came colonial rule, which dismantled these systems and centralized resource control. Today, as we grapple with environmental degradation and resource scarcity, there’s growing recognition that we need to revive community-based management, adapted for our modern context.

Why community control matters: insights from Madhav Gadgil

Indian ecologist Madhav Gadgil, recently honored as a 2024 UN Champion of the Earth, has spent decades advocating for community-led conservation. His research reveals something crucial: local communities have three distinct advantages in managing ecosystems. First, they’re the most motivated-their livelihoods depend directly on healthy ecosystems. Second, they possess detailed, ground-level knowledge that distant bureaucrats lack. Third, with proper legal frameworks like India’s Forest Rights Act, they can effectively govern their resources.

Gadgil points to pre-British India, where common property resources were managed through established community systems. These weren’t perfect, but they functioned. The British colonial administration systematically dismantled these frameworks, turning well-managed commons into exploited resources. The challenge now is to rebuild community management systems that account for modern population pressures and social structures, restoring the vital connection between those who control resources and those who depend on them.

One powerful example comes from Mendha Lekha village in Maharashtra. After establishing a biodiversity management committee under the Biodiversity Act, villagers studied fishing practices in the Khatani River and discovered that toxic chemicals were decimating fish populations. The committee convinced neighboring villages to ban these chemicals. Nearly a decade later, the river’s biodiversity has recovered. The village also manages hundreds of hectares of community forest and has independently designated part of this area as a strict nature reserve.

When development threatens communities: the pressure on resources

India’s economic liberalization since the 1990s brought investment and growth, but also intensified pressure on natural resources. Multinational corporations and large businesses, often backed by government permissions, have extracted resources at unsustainable rates. The benefits flow primarily to urban elites and corporate shareholders, while local communities-especially tribal and rural populations-bear the costs of environmental degradation, water scarcity, and loss of livelihoods.

This inequitable pattern sparked resistance movements across India. The Chipko movement of the 1970s saw Himalayan villagers, particularly women, literally embracing trees to prevent commercial logging. When government contracts allowed outside companies to harvest timber for profit while denying locals access to even small amounts for their basic needs, communities organized. Led by activists like Chandi Prasad Bhatt and Sunderlal Bahuguna, the movement achieved a major victory in 1980 when Prime Minister Indira Gandhi imposed a 15-year ban on commercial logging in the Uttarakhand Himalayas.

In Kerala’s Plachimada village, another grassroots struggle unfolded against corporate exploitation. When Coca-Cola opened a bottling plant in 2000, it extracted 500,000 liters of groundwater daily. Within months, local wells ran dry and the remaining water became contaminated. The company distributed toxic sludge to farmers as fertilizer, rendering agricultural land barren. On Earth Day 2002, over 1,500 people, predominantly Adivasis, began a sustained protest outside the factory gates. After years of struggle involving legal battles and public pressure, the plant permanently closed in 2004.

In Odisha, tribal communities have fought mining projects that threaten sacred mountains and forest resources. These movements share a common thread: local people asserting their right to protect resources essential for their survival against powerful economic interests backed by the state.

The shift toward participatory management

These grassroots struggles have gradually shifted public consciousness and policy. There’s growing recognition that development projects must be evaluated not just for economic benefits, but for environmental and social impacts. Communities are no longer passive recipients of development-they’re demanding a voice in decisions that affect their lives and environments.

This shift requires active involvement from multiple stakeholders. Academics and scientists can provide technical expertise and document ecological impacts. NGOs can organize communities and amplify their voices. Civil society groups can apply pressure on governments and corporations. Media can bring attention to otherwise marginalized struggles. Together, these actors can ensure that local communities have genuine representation in decision-making processes, not just token consultation.

The Forest Rights Act of 2006 represents one policy outcome of this activism, recognizing the rights of forest-dwelling communities to use and manage resources. However, implementation remains uneven, and conflicts between development priorities and community rights continue.

Effective participatory management requires more than laws on paper. It demands respect for local knowledge, willingness to share power, and recognition that those who live closest to resources often understand them best. It means academics, NGOs, and activists working alongside communities rather than on their behalf.

Silent Valley: when science meets people’s power

The Kerala Sastra Sahitya Parishad provides a model for how this can work. KSSP, a people’s science movement established in 1963, combines progressive writers, artists, intellectuals, and activists to promote scientific thinking and use science for social change.

In the late 1970s, when the Kerala government planned a hydroelectric dam in Silent Valley that would flood pristine rainforest, KSSP sprang into action. Professor M.K. Prasad, a botany teacher and KSSP member, was alerted by researcher V.S. Vijayan about a Kerala Forest Research Institute study showing the project would destroy evergreen rainforests. Despite facing opposition from nearly all political parties, most newspapers, and much of civil society who supported the project as necessary for development, Prasad and KSSP launched a campaign.

What made the Silent Valley movement remarkable was its approach. KSSP didn’t just organize protests-it published detailed techno-economic and socio-political assessments of the project’s implications. The organization distributed pamphlets and study reports in local language, making complex ecological arguments accessible to ordinary people. Famous writers contributed poems, plays, and articles. Scientists like Madhav Gadgil participated in the debate through newspaper articles.

The movement successfully reframed the issue. Instead of “development versus environment,” it became about what kind of development serves people best. As protesters argued, technological advances might provide alternative energy sources, but the unique biodiversity of Silent Valley-home to endangered species like the lion-tailed macaque-could never be recreated once destroyed.

The campaign involved protest meetings, rallies, debates, and eventually legal petitions. In 1980, Prime Minister Indira Gandhi intervened, responding to growing environmental concerns. The project was abandoned in 1983, and Silent Valley was declared a National Park in 1984. The movement had succeeded in protecting nearly 90 square kilometers of rainforest.

What KSSP demonstrated was that bottom-up environmental decision-making could work when it combined scientific rigor with mass mobilization, local knowledge with expert input, and unwavering commitment with strategic communication. The organization showed that informed local action, supported by broader networks of concerned citizens, could protect precious ecosystems even when facing powerful development interests.
